Post-procedure relational counselling network expands to seven European cities

Furnetics Unlimited Ltd. today announced the expansion of the corporation's independent post-procedure adjustment counsellor arrangement, previously anchored at the Brussels Client Services Office, to seven additional cities across the European continent. Independent counsellors in Berlin, Vienna, Zurich, Copenhagen, Amsterdam, Ljubljana, and Milan have accepted engagement under the arrangement effective the first of July 2022. The arrangement admits referrals from clients of the Phenotype Renovations™ service line on the client's own initiative, receives no case direction from the corporation, and operates under an extension of the confidentiality trust established by the Client Privacy Programme.

The arrangement in its Brussels form has run since 2019 as a small standing pool of two counsellors on retainer to the Office of the General Counsel, taking referrals from Phenotype clients resident in continental Europe on matters that the clients themselves elected to raise with a professional outside the corporation. Between 2019 and the end of the first quarter of 2022, referral traffic accumulated at a pace that made the Brussels pool the limiting factor: the average time from a client's first written approach to a first counselling session, over the twelve months to March 2022, was fifty-one working days. The seven-city expansion is sized to bring that interval back within a working fortnight and to place a counsellor within routine travelling distance of the great majority of the corporation's European client population.

The scope of the arrangement is what the counsellors and the corporation together describe, in the referral protocol, as “post-procedure relational adjustment”: matters arising between the client and the persons with whom they share a life — spouses and partners, immediate family, employers, close colleagues, neighbours, and members of the shared-interest communities in which the client circulates — in the months and years following a completed Phenotype Renovations procedure. The particular character of those matters is not further specified in the referral protocol and is not further specified here. Each engagement is a private matter between the counsellor and the client; the corporation does not know its contents and does not wish to.

The seven counsellors and their cities

The counsellors added under the expansion practise privately in their respective cities and were selected on the basis of a two-stage vetting exercise conducted between June 2021 and February 2022 by the Office of the General Counsel with the assistance of the Brussels pool. Each holds current professional registration in the ordinary way in the jurisdiction of practice; each has agreed in writing to the extended confidentiality terms described below. The corporation lists the cities but not the individual counsellors here; introduction is made by the Office of Client Services to the referred client and to no other party.

  • Berlin. German-language and English-language practice, admitting referrals from clients resident in Germany and neighbouring jurisdictions where German or English is preferred.
  • Vienna. German-language practice, admitting referrals from clients in Austria, southern Germany, and the western Slovak and Hungarian border regions.
  • Zurich. German-language and French-language practice for the Swiss confederation and the wider Alpine region.
  • Copenhagen. Danish-language, Norwegian-language, Swedish-language, and English-language practice serving the Nordic countries.
  • Amsterdam. Dutch-language and English-language practice for the Netherlands, Flanders, and Britain-resident clients travelling for the arrangement.
  • Ljubljana. Slovene-language, Croatian-language, and English-language practice for the western Balkan region.
  • Milan. Italian-language and English-language practice for the Italian peninsula and, on standing arrangement, French-speaking Switzerland.

The Brussels pool, comprising the two counsellors in place since 2019, continues in its existing role for clients resident in the Benelux and francophone continental jurisdictions and now also as the referral desk of first resort for clients whose city of residence is not otherwise served.

The confidentiality trust

Client engagement of an independent professional under a corporate referral arrangement is an ordinary thing in the health-care sector but not necessarily an easy one to reconcile with the confidentiality standards to which the corporation binds itself in respect of its clients. The Client Privacy Programme, published in 2021 under Ms. Ravindran's direction, resolves the tension for this arrangement by extension of the same confidentiality trust that governs the client's clinical record. Under the extension, each participating counsellor is a named third-party beneficiary of the trust in respect of the client's identity and the fact of engagement; the counsellor holds no clinical record and receives no clinical detail from the corporation beyond the client's own written summary of it, which the client may compose or omit as they choose. The counsellor's own case notes are held in the counsellor's private practice on the counsellor's ordinary professional terms and are not accessible to the corporation on any pretext. The corporation is informed only that a referral has been accepted; the corporation is not informed of what is discussed, of when sessions occur, or of whether they continue.

How referral works

  • Client initiative only. A referral begins with the client writing to the Office of Client Services, in any of the corporation's working languages, requesting introduction to a counsellor under the arrangement. The corporation does not initiate referral, does not suggest referral, and does not raise the subject at follow-up appointments.
  • City selection by the client. The client nominates the city and the working language of preference. The Office of Client Services returns the counsellor's name and secure contact within five working days.
  • First session at counsellor's premises. First and subsequent sessions are held at the counsellor's ordinary place of practice. The corporation is not present, does not observe, and does not receive a transcript, a summary, or an outcome.
  • Termination on either side, without notice to the corporation. Either the client or the counsellor may end the engagement at any time on the counsellor's ordinary professional terms. The corporation is not notified of termination and does not track engagement duration.

Fees

The corporation subsidises the counsellor's ordinary session fee, in respect of any referred client, for the first twelve months of engagement. Thereafter the client pays the counsellor at the counsellor's ordinary rate, in the ordinary way, on the counsellor's private invoicing. The corporation neither meters nor tracks post-twelve-month engagement.

Availability beyond Europe

A parallel counsellor arrangement, sized to the corporation's client population on that continent, has been under discussion with the Nairobi Client Services Office since the office's second year of operation and is expected to be announced separately in due course. Comparable arrangements for clients resident in the Asia-Pacific region and in the Americas are not, at present, in advanced planning; enquiries from clients in those regions should be directed in the ordinary way to the Office of Client Services.

Not a clinical service

The counsellor arrangement is not a Furnetics clinical service and is not a Furnetics protocol. It does not fall within any procedure class subject to the corporation's safety register and it opens no new register class. The Independent Ethics Board reviewed the arrangement under the standing procedure for third-party client-services arrangements and recorded no objection, noting only that the extension of the Client Privacy Programme confidentiality trust to the seven added counsellors is to be reported in the Board's next annual charter revision.
